There is no official minimum. You can find jobs even speaking solely French or Russian, Arabic, Turkish or whatever language you speak but most likely most of these you might not want to take as they are often badly paid (for German standards) or below your qualification. I know a lawyer from Brazil cleaning!!! Nothing against cleaning but after studying law?

To be able to communicate securely and kind of fluently you need B2. B1 is a stub and will help you getting by in everyday situations. You can have simple conversations but in no way are you able to take a job more complex than being a waiter at a café with B1 in a pure German speaking work environment. Get to C1 and you’ll have less problems competing with equally skilled Germans and have many more jobs to choose from.
